I found out for myself that I have nothing to say about colors on Web page. Well, actually I can say a lot but I believe that every designer has his own feelings. I just want to mention two articles about colors, so if you are interested you can read more about:
"The browser-safe palette was developed by programmers with no design sense, I assure you. That's because a designer would have never picked these colors. Mostly, the palette contains far less light and dark colors than I wish it would, and is heavy on highly saturated colors and low on muted, tinted or toned colors."

Unless you are really certain of what you are doing, try to stick with dark characters on light backgrounds. If you do, then you will be less likely to make mistakes that renders your web into an illegible mess! Graphics designers can get away with using dark backgrounds, most others can´t!
A large number of web users do have sight problems. You can help this group of users by using high contrast between background and text. You can also make your site more readable by taking care of the type of background images you use.
According to the UK Royal National Institute for the Blind (RNIB), 1.7 million people in the uk experience a serious sight problem or blindness. Poor web design prevents many disabled people from getting the most from the web.
